How many missions are there in GTA San Andreas?
More than a hundred. This list contains 105 story missions, including the opening sequence; the side activities that count towards 100% completion are additional.

CJ's story crosses three cities and the countryside between them. Here it is in full and in order, with the points where new parts of the map open up and a tracker for completed missions.
San Andreas has the largest story of the classic GTA era: more than a hundred missions, three cities and the countryside between them. The plot unfolds in stages — from Los Santos to the countryside, on to San Fierro, across the desert to Las Venturas and finally back home. Each part has its own contacts, and many missions can be completed in any order until you reach the one that moves the story forwards.
The map does not open all at once. Until the story grants access, entering a closed area gives you a four-star wanted level. The Green Sabre unlocks the countryside and San Fierro, while Yay Ka-Boom-Boom unlocks the desert and Las Venturas — both milestones are marked in the list.
Some missions depend on skills outside the main story. The driving school in San Fierro (the mission Back to School) is required for Wang Cars, while the flying school at Verdant Meadows airfield (Learning to Fly) unlocks further desert missions. Put them off and your progress will stall.

The area is still locked by the story. Entering it gives you four stars until The Green Sabre unlocks the countryside and San Fierro, or Yay Ka-Boom-Boom unlocks the desert and Las Venturas.
Yes. Learning to Fly at Verdant Meadows airfield is required to unlock the next missions in the desert part of the story.
