Districts: Grand Theft Auto 2

Each district is a separate stage with its own economy, gangs, vehicles and a higher score target.

Anywhere City — deliberately unnamed, a universal metropolis — is split into three districts and plays out linearly: Downtown, then Residential, finally Industrial. Each has its own set of gangs, its own respect economy, and a higher point target than the one before it.

Respect is the core of the whole system. Several gangs operate in each district at once (among them Zaibatsu, Yakuza, the Loonies, or the Russian Mafia — the lineup changes between districts), and the player builds a relationship with them by working for or against them. High respect with one gang usually lowers it with its rivals.

Moving between districts isn’t a free trip — each one unlocks by progressing through the last. You can go back to an earlier district, but the game never pushes you to; the focus always stays on the current one.

Anywhere City, district by district

Who offers work, how strong the police response is and what you will find there

Anywhere City is not based on any single real city—the DMA Design document draws on various districts of major American cities, especially Los Angeles. In the game it is simply called ‘the City’. The game never clearly states when GTA 2 takes place; it is most often described as the near future, around 2013.

1st district

Downtown District

Gangs and bosses: Yakuza (Johnny Zoo), Loonies (Elmo), Zaibatsu (Trey Welsh)

Maximum wanted level: 4 stars—the strongest response is SWAT

What is there: Office towers and high-rise buildings, a university and old small docks. The game begins here, and Claude takes his first jobs from telephone boxes.

2nd district

Residential District

Gangs and bosses: Scientists (Dr. LaBrat), Rednecks (Billy Bob Bean), Zaibatsu (Red Valdez)

Maximum wanted level: 5 stars—special agents arrive (up to 6 stars on PlayStation)

What is there: Tenement blocks and shops, police headquarters, Alma Mater prison, a military base, Zaibatsu Village, a trailer park and the Scientists' laboratory.

3rd district

Industrial District

Gangs and bosses: Hare Krishna (Sunbeam), Russian Mafia (Jerkov), Zaibatsu (Uno Carb)

Maximum wanted level: 6 stars—the army comes after Claude

What is there: Factories and power stations, a few residential blocks and Mad Island in the north-west—a village whose residents shoot at you regardless of respect.

Zaibatsu is the only gang active in all three districts, each time under a different boss. It therefore pays to maintain your respect with them throughout the game.

Three parts of the city

Downtown District

The introductory and clearest area teaches you how to use telephones, respect and city services.

Residential District

The more extensive residential areas change both routes and the available factions.

Industrial District

The final area raises the danger, score requirements and importance of heavy equipment.

Finding your way

Colours and the style of the environment help identify the gang before you come under fire.

Remember the services

Garages, weapons and save locations matter more than the shortest direct route.

Frequently asked questions

Answers to the main questions about this subject

How many districts does Anywhere City have in GTA 2?

Three — Downtown, Residential, and Industrial. They’re played in this fixed order, each with a higher point target than the last.

What does gang respect do?

It determines how that gang treats you — reacting to missions completed for or against it. High respect with one gang usually lowers respect with its rivals in the same district.

Do the gangs change between districts?

Yes. Each district has its own lineup of gangs operating in its territory, so progressing through the city also changes who you’re dealing with and who you’re fighting.

Do I have to finish a whole district before moving on?

Progress is linear — Downtown unlocks Residential, which unlocks Industrial. You can’t formally skip districts, only travel back to one if you choose to.
